Pakistan finalises fuel quota app for two- and three-wheelers

ISLAMABAD: The government has finalised a mobile app-based fuel quota system for motorcycles and rickshaws to provide targeted subsidies to low-income users and curb overall fuel consumption.

The system will link vehicle-based quotas to users’ CNICs and registration numbers, with digital vouchers automatically validated at petrol stations. Thousands of two- and three-wheeler owners are expected to benefit from the scheme, while retailers and oil companies will monitor the system round the clock.

The Oil and Gas Regulatory Authority (OGRA) and the finance, petroleum, and IT ministries have tested and finalised the system, which may extend to vehicles up to 800cc. A decision is pending on whether small cars will be included or excluded.

The government plans an end-to-end automated mechanism where retailers receive a pre-installed app, and consumers generate digital vouchers via a separate mobile application.

Each petrol station will be required to install at least two smartphones for system operations, with specialized devices costing an estimated Rs36,000 per unit and retail pricing around Rs72,000. Retailers will deposit funds into designated government accounts to ensure immediate device delivery.

Subsidised fuel will be dispensed through dedicated nozzles, and quotas will be strictly enforced: users can only access the litres allocated to their vehicles.

Officials said the scheme aims to prevent operational discrepancies and ensure equitable distribution amid rising global oil prices triggered by the Middle East conflict and shipping disruptions in the Strait of Hormuz.

The Petroleum Division Secretary, Hamed Yaqoob Shaikh, confirmed that the quota system is designed to protect motorcycle and rickshaw owners from price shocks.

Oil marketing companies will appoint focal persons at each retail site to monitor the scheme, address complaints, and coordinate with OGRA.

The IT ministry will provide tutorials and emergency dispensation procedures to ensure smooth implementation across the country.
