France and Saudi Arabia have agreed to develop a Dragon Ball Z theme park near Paris in a project valued at €6 billion ($7 billion). The French presidency announced the agreement during Saudi Crown Prince Mohammed bin Salman’s visit to Paris. The large entertainment project will be located near Cergy-Pontoise, northwest of the French capital, and is expected to generate about 22,000 jobs.
The planned Dragon Ball Z theme park will draw its theme from the popular Japanese manga and anime franchise. French officials said the development will be built as a major entertainment destination, although several details remain under discussion. The project is expected to include three separate theme parks, making it one of the largest developments of its kind in Europe.
The idea reportedly emerged after French President Emmanuel Macron and the Saudi crown prince discovered their shared interest in Dragon Ball Z during Macron’s visit to Saudi Arabia in 2025. Macron’s advisers said their mutual enthusiasm for the franchise helped inspire discussions about developing the attraction in France.
Saudi entertainment and investment company Qiddiya will finance the project, according to the French presidency. The investment forms part of Saudi Arabia’s broader strategy to diversify its economy beyond oil. Riyadh has also been expanding its presence in the global entertainment and leisure sectors through major international projects.
No opening date has been announced for the Dragon Ball Z theme park. French officials expect construction to take several years because of the scale of the proposed development. The project is still in the planning stage, with important details about its design and final configuration yet to be settled.
Saudi Crown Prince Mohammed bin Salman was in Paris for a rare official foreign visit. He appeared alongside Macron at the closing ceremony of the Esports World Cup on Sunday. The Saudi crown prince also owns a chateau near Paris, adding to his long-standing connection with the French capital.
French authorities have presented the project as another sign of France’s appeal to international investors. The planned Dragon Ball Z theme park is expected to combine French and Saudi investment with a globally recognised Japanese entertainment brand.
