Pakistan, Türkiye, Qatar and Indonesia Sign Defence MoU

Pakistan, Türkiye, Qatar and Indonesia have signed a memorandum of understanding to strengthen defence and security cooperation among the four countries. The agreement, known as the Badr Memorandum of Understanding, was signed during Turkish Defence Minister Yaşar Güler’s visit to Qatar.

According to Türkiye’s Ministry of National Defence, the agreement aims to promote cooperation among the participating countries in defence and security. The signing marks a step towards strengthening their existing partnerships and advancing joint initiatives in the defence sector.

Pakistan’s Defence Minister Khawaja Asif signed the memorandum alongside Turkish Defence Minister Yaşar Güler. Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs, Sheikh Saud bin Abdulrahman bin Hassan Al Thani, and Indonesian Deputy Defence Minister Yusuf Jauhari also signed the document.

The agreement brings together four countries seeking to expand their defence-related engagement. Their cooperation is expected to support ongoing defence projects and provide a framework for further collaboration. However, the available announcement does not specify individual projects, financial commitments or implementation timelines under the memorandum.

Türkiye’s Defence Industry Agency said the new memorandum would help advance ongoing defence projects involving the four countries. The announcement highlighted the agreement’s role in supporting existing initiatives rather than providing detailed information about new programmes or specific equipment purchases.

The signing took place during Güler’s visit to Qatar, which provided an opportunity for discussions on defence and security cooperation. The participation of senior defence officials from Pakistan, Türkiye, Qatar and Indonesia reflects the official involvement of all four countries in the agreement.

The Badr Memorandum of Understanding establishes a framework for continued defence and security cooperation among the four partners. Its practical impact will depend on how the countries develop and implement their ongoing projects under the arrangement. Further details about specific initiatives were not included in the information released about the signing.
