Pakistan Restarts Offshore Oil and Gas Exploration After Two Decades

Pakistan has officially resumed offshore oil and gas exploration after almost two decades, marking a major development in the country’s energy sector. The government has completed production sharing agreements and issued exploration licenses to several local and international companies.

According to the Petroleum Division, new exploration activities will take place in the Indus and Makran offshore basins. Officials believe the initiative could help Pakistan reduce its dependence on imported fuel and strengthen long-term energy security.

The government stated that an initial investment of nearly 82 million dollars is expected during the early exploration phase. If drilling activities move forward successfully, the total investment could rise to around 1 billion dollars in the coming years.

Authorities confirmed that 23 offshore blocks covering approximately 54,600 square kilometers were approved under the Offshore Bid Round 2025. The project is being considered one of the largest offshore exploration efforts launched by Pakistan in recent history.

Among the companies awarded exploration blocks, Mari Energies received 18 blocks, while OGDCL and Pakistan Petroleum Limited were jointly awarded 8 exploration blocks. The participation of both domestic and foreign firms highlights growing investor confidence in Pakistan’s energy market.

Federal Minister for Petroleum Ali Pervaiz Malik described the signing of offshore exploration agreements as a historic milestone for Pakistan’s energy policy. He said the government is committed to increasing domestic oil and gas production through modern exploration strategies and international partnerships.

Energy experts believe successful offshore discoveries could significantly improve Pakistan’s economic outlook by reducing energy imports, attracting foreign investment, and creating employment opportunities.
