National Assembly Passes Pakistan Telecom Amendment Bill to Boost Digital Infrastructure

Islamabad: Pakistan’s National Assembly has approved the Pakistan Telecom Amendment Bill, a significant step aimed at accelerating the development of the country’s telecommunications infrastructure and improving digital connectivity. Following its approval in the lower house, the bill will now be presented before the Senate for further consideration.

The Pakistan Telecom Amendment Bill seeks to facilitate the expansion of telecommunications services by granting licensed mobile phone and telecom operators greater access to install and maintain critical infrastructure. The move is expected to support the growth of high-speed internet services and strengthen nationwide connectivity.

Under the proposed legislation, owners of private properties, as well as public and private institutions, will be required to provide reasonable access for the installation of telecommunications infrastructure. This includes the deployment of optical fiber networks and the construction of mobile communication towers where necessary.

Government officials argue that modern telecommunications infrastructure is essential for economic growth, digital transformation, and the delivery of reliable communication services. Expanding fiber-optic networks is also considered a key requirement for future technologies and improved internet coverage across urban and rural areas.

The bill includes strict provisions for those who obstruct telecommunications projects. According to the proposed amendments, property owners, tenants, or organizations that refuse access for the installation of optical fiber cables or telecom towers without valid grounds could face substantial financial penalties.

One of the most notable provisions of the bill is the introduction of fines of up to PKR 50 million for individuals, tenants, public entities, or private institutions found guilty of preventing telecom companies from carrying out approved infrastructure projects. The government believes these measures will help remove barriers to network expansion.

Industry experts say the legislation could play a crucial role in improving broadband access, supporting future technologies such as 5G, and encouraging investment in Pakistan’s telecommunications sector.
