KARACHI: The Sindh High Court has directed the formation of an investigation committee, headed by the Sindh chief secretary, to examine the reported spread of HIV among children receiving treatment at Waliqa Hospital.
During the hearing, Justice Adnan Al-Karim Memon directed that the committee should include two Grade-20 officers who have no direct administrative connection with the hospital or the investigation. The court said the matter involved serious responsibilities relating to human life and public health.
The committee has been tasked with reviewing the details of the affected patients and examining available evidence regarding the possible transmission of HIV. It will also investigate whether disposable syringes or other medical equipment were reused during patient treatment.
The court further directed the committee to examine records concerning the purchase, storage and use of auto-lock syringes at the hospital. The investigation will also assess the roles and responsibilities of medical, nursing, technical and administrative staff members.
According to the court’s directions, the committee will determine whether the Disposable Syringes Act or any other relevant laws were violated and identify those responsible, if any wrongdoing is established. Investigators will have access to hospital records, reports and CCTV footage required for the inquiry.
The committee has been given two months to submit its investigation report to the court. If the evidence establishes responsibility, the committee has been directed to recommend departmental or criminal proceedings against the individuals concerned.
The court also ordered the Sindh chief secretary to ensure uninterrupted and appropriate medical treatment for all affected children. The government of Sindh or the relevant social security institution will bear the costs of medicines, medical tests and other necessary treatment.
