The US-backed Board of Peace says Hamas disarmament is at the centre of a new phased peace plan for Gaza, under which the group would relinquish its weapons in exchange for a gradual Israeli military withdrawal. The announcement marks a significant development in efforts to advance a long-term ceasefire, although several aspects of the proposal remain subject to official confirmation.
According to the Board of Peace, Hamas has committed to an actionable plan to surrender its weapons, with the process expected to unfold in carefully structured phases. US President Donald Trump also described the development as a “historic agreement,” saying authority in Gaza would eventually be transferred to a new Palestinian police force operating under the supervision of an international peacekeeping coalition.
The Board of Peace said the agreement follows months of negotiations involving the United States, Egypt, Qatar, and Türkiye. It stated that the proposed arrangement aims to improve security for Israel while creating conditions for stability and reconstruction in Gaza after years of conflict.
Reports cited by AFP said Hamas sources confirmed that the group’s weapons would be transferred to the National Committee for Administration of Gaza (NCAG), a technocratic body established under the proposed peace framework. AFP also quoted Hamas negotiator Ghazi Hamad as saying the group accepted concessions to protect the people of Gaza from continued violence and displacement.
The proposed Hamas disarmament plan also includes the deployment of an International Stabilization Force (ISF) to oversee the transition. According to the Board of Peace, Morocco, Indonesia, Albania, Kazakhstan, and Kosovo have committed to contributing troops to the multinational force.
Despite the reported agreement, Hamas has not issued a formal public statement confirming the plan. Israel has also not publicly commented on the announcement. Previous ceasefire agreements have faced implementation challenges, and key details of the latest proposal have yet to be independently verified.
Egypt’s state-linked Al-Qahera News reported that negotiators are expected to meet in Cairo to discuss the next phase of implementation. If approved by all relevant parties, the proposed Hamas disarmament framework could represent a major step toward ending hostilities and establishing a new administrative structure for Gaza.
