According to Israel Hayom newspaper, the proposal was prepared by the Settler Farms Association and the Havat Forum. The reported plan seeks to reshape the geographic and security landscape of the occupied territory by establishing control over strategically important locations in Area A of the West Bank.

Reacting to the reports, Muayyad Shaaban, head of the Anti-Wall and Settlement Committee affiliated with the Palestine Liberation Organization (PLO), described the proposal as a dangerous step toward expanding Israeli control over the occupied West Bank.
